Who fixes them ? How can you test them before installing them?

Connect up a piece of hose to the feed of the pump and stick the other end into a gas can.  Apply 12V to the big black wire.  Ground the brown wire and turn it on to see what it does.

Put your leads from your volt meter on the glow plug to see if it gets 4V.

Don't put a long hose on the exhaust to try to vent it outside.  The heater won't work then.

What model is the heater?  Pic?

B2s are very simple to work on.  

You will have to clean out the fuel system.  That grey steel block up by the glow plug with the 3 hoses connected to it contains 3 fuel jets.  It is probably plugged.  Take it all apart and clean all the parts.  Also take apart the sediment bowl and clean it out.

Check every wire connection.  Tighten up all the slotted set screws that clamp onto the wires.

Put power to it before adding fuel.  The fan should come on right away, and you should hear a  clicking that's the pump.  Dry, it will click 3-4 times a second.  Then put your volt meter on the glow plug.  It should be getting 4V (for a 12V heater).  Your 6V heater might be the same since I don't think there's a 6V glow plug.  You can try to measure the glow plug's resistance, but it can measure good when they are bad.  The best way is to wire up an ammeter in series to it.  I think the glow plug draws 5-10 amps.  You can take out the glow plug and inspect the element.  If it is broken, you need a new one.  I think Geoff has them.
