I could see that actually Kirin, Static can occur for many reasons, even air blowing by something. When I teach ventilation techniques one of the most important items is a ground strap. If the area being ventilated has an explosive vapour (jet fuel, gas etc) potentially the rushing air out of the tank could cause a static charge and BOOOM there goes the tank. From watching the video I would think that she was building a charge by A ) arranging her clothes and B ) sliding in and out of her vehicle. After pulling her top down the second time the next grounded thing she touched was the fuel nozzle - ARC! That is a prime example why not to talk on your cell while fueling as well.
She couldnt have done much else better in that situation other than not blowing on it

All fueling stations have emergency shut offs near each pump, the only other thing she could have done is hit that after removing the nozzle from her car.
Best advice I could give is A ) take a quick look prior to fueling for the fire extinguisher and emergency shut off and B ) fuel the vehicle start to finish, you can arrange your clothes, take a call after.
That video could have easily been a fatality video.
