Registering a Manx clone

I have a recently completed Manx clone on a beetle pan.  I have papers for this pan so it is currently registered as a VW beetle.  Went to my autoplan dealer today to enquire about changing the registration to read VW Dunebuggy.  I was told this is a legitimate listing under VW on ICBC's computers.   The insurance agent confirmed to me that VW Dunebuggy is indeed an option for Make of vehicle. 
Stupid me to think it would be as simple as asking to change the vehicle description since the VW beetle is registered in my name.  Unfortunately I opened up a can of worms and now they won't even let me insure it as a beetle since they know it's a fiberglass dunebuggy.   They indicated I need a safety inspection done (no problem on this) and possible a new BC VIN number.

I can understand the safety inspection but I question why the need for a new VIN.  I called another autoplan agent and he agreed with me but said he would need to investigate further.

I'm sure a few people on this forum have been through this.  Anyone with some advise on a similar situation?  Any magic words I can use?

when trying to get the modified colletor plates they state you must have a vin in two acessable locations.
if you don't there was a 25.00 fee to issue a new vin number.
could be a simple as just applying for a new vin??
i don't really know but thought i would throw that out there

buddy of mine had to do this - he went through a full inspection - wipers, mudflaps, side markers... and then the inspector riveted a new VIN on his buggy and now its a 2007 VW buggy.  Bonus is that no aircare for a few years!

thats weird ???  I asked the insurance lady to chenge mine and she did, no problem at all.

FYI - Update.

I went to a different autoplan dealer and got help.  For my particular situation I needed a Safety Inspection and the slip from the weigh scales.  The buggy is now registered as a 1970 VW buggy using the original VIN.

Who did the safety inspection?  As far as the weight slip, do you go to the truck scales and they just give you a slip or do they charge for it?

Safety inspection can be performed by any shop that is accredited with the BC Governmen for this type of work.   I'm sure somewhere there must be a list.

Assuming your buggy is in good shape with all working electrical some of the potential issues are rear bumper height and size (needs to be 4" wide and match track width) front bumper height, and how far the wheels are protruding past the fenders.  As well the lights need to be SAE or DOT approved. 

I took the buggy to a local trucking outfit that had a scale.  Cost to weigh it was $12.00.  They gave me a slip that my autoplan agent kept. 

I imagine that if you are trying to register a buggy without having the original registration of a beetle the only other step would be filling out the form for the BC assigned VIN and getting a shop to apply the VIN to the body somewhere.  Just my best guess on  ???

Went through that whole pile of b.s. 4 yrs ago when they red flagged my buggy and would not let me buy insurance. It happened the same day that I put my dog down so needless to say I was really pissed.
I had to apply for a blue vin tag,send pics as well as all the bills that I had for the car. After that I had to tow it to an inspection facility and get it inspected. Thanks to steveo as I needed to put skinny tires on it as well as put full bumpers on it. I helped the kid do the inspection as he knew nothing about vws and it slipped through.
It all seems to be up to the icbc rep in north van as to the amount of torture that you have to go through
