Safety inspection can be performed by any shop that is accredited with the BC Governmen for this type of work. I'm sure somewhere there must be a list.
Assuming your buggy is in good shape with all working electrical some of the potential issues are rear bumper height and size (needs to be 4" wide and match track width) front bumper height, and how far the wheels are protruding past the fenders. As well the lights need to be SAE or DOT approved.
I took the buggy to a local trucking outfit that had a scale. Cost to weigh it was $12.00. They gave me a slip that my autoplan agent kept.
I imagine that if you are trying to register a buggy without having the original registration of a beetle the only other step would be filling out the form for the BC assigned VIN and getting a shop to apply the VIN to the body somewhere. Just my best guess on
