Hey Mike, here is what I did to mine...
Like G said, take the rims to Greens Auto in Rich, have them cut the centers out. Then have the two pieces chromed separately as you will get a better chrome job. Make sure to use a good chrome shop as the wheels get a fair bit of abuse. And the last thing you want is to ruin the chrome after all this work of refinishing. While they are still apart, if you are going to paint detail in inset sections, this is the time to do it. Then once they are painted, take them back to Greens and have them re weld them back together. Greens did an awesome job on mine and highly recomend.
Also when you have the centers put back in you can choose to move your offset a bit if you want. Then if the hoops are bad, just buy a set of stock steelies and use the hoops from those as they have the same drop center. If you do buy new hoops, depending on what size they are you can buy 2 x 4.5\" hoops to run on the front so you have the 5.5's out back and the 4.5's nicely tucked up front.
2 of my hoops were scrap so I bought 4.5's for the front and had them move the offset all the way out so the wheels would tuck in deeper while still using a stock width beam. Here's some pics:
