What do I do to adjust the carb on a 71 van with a 1600 DP the aircare is great accept for the CO2's and I cleaned the sparkplugs and airfilter slowed the idle down as low as I could and the readings came out exactly the same the second time around what am I doing wrong?Is there anyone out there who can tell it simply enough for a backyard guy to understand?

I'm guessing it's idle CO that's the issue, raise your idle to a around 1000 rpm by turning the big screw on the side of the carb out (CCW) and lean the idle mixture by turning the little screw on the side in (CW). make sure the choke is fully open and check that the little screw at the top of the idle arm is not touching the choke stepped plate, needs to be 1/2 a hair away. Re adjust idle speed with the big screw.

Good CO and a happy motor is turning out the little screw until the motor starts to slow a little then turning it in slowly until the motor speeds up , then turn it a little more, very slowly until the revs drop +/- 50 RPM.  A little extra 1/4 turn won't hurt but if it starts to miss your HC will go up. You need to find a balance between smooth and too lean. Not the smoothest idle but not missing either. Make sure you do this after a drive around the block, you can run it in the driveway all day and it won't get as warm as a 1/2 mile drive.

That's not what VW says.  You are supposed to turn it out until there's a gap, then turn it in until it just touches. From there, turn it in another

Post your VIN number.  That way we can look up ALL the numbers your car blew.  A proper diagnosis requires all the numbers, even the ones you passed with.

The numbers for the aircare Hydrocarbons131.00 Carbon Monoxide 1.27 Oxides of Nitrogen 30087.00 that was the driving test and the Idle test is Hydrocarbons 936 Carbon monoxide 7.95

936 HC is getting up there but I think the limit is 1000, your 7.05 CO should go down with a few turns in of the little screw. Post your vin so we can see what the limits are too. It looks like you are very close to a pass.

And thanks Bruce, I know the choke screw is meant to be in a bit, I was just trying to keep it simple and make sure the throttle was closing all the way.

Like BD said, your problem is that your idle mixture screw is set wrong.  You need to turn it in until the idle speed starts to drop off, then turn it back out to max idle speed.  Do not turn it any further out from there.
