Anyone Know If Bc Requires Covered Engine?

do you need your engine covered to pass a VI?
along with that can wheel not be entirely covered by fenders?

i thought that all you needed was a guard for over the fan/alt. belt and pullys. how do baja's and buggies get away with it? 9 out of 10 times they don't have a deck lid.
