E-mail him about the balanced part.....

he will only admit it is factory balanced before the welding once you pester him with a few e-mails. I almost bought one from him before you welded mine for me.

He is not a very honest person, STF has proved it with many replies in regards to this guy.

When I was at Kymco last summer, I saw their welded fan. It too had half the welding they should. But the pattern was different than that one. A half assed job, IMO.
