Part one

I have a short block with the flywheel on it. I took the heads off and the cylinders. .I need to have the block checked and probably the heads too. Block is a series

You will need to split the case and remove everything for it to be measured and machined if needed, so you may as well split the case and you can leave the flywheel on it and remove it later if need be, or maybe you can ask the guys at airspeed to help you with it, and then they can measure it up for you. I dont think they charge to much to remove a flywheel and they can arrange for all the machine work to be done on your case. I think the full machining of my case with case savers and all was around $400

On the cheap: check end play on crankshaft then have a look at some rod bearings IF they are both good replace the rod bearings get some new cylinders (maybe rings?on a real tight budget) and rebuilt heads (maybe yours) and away you go.
More $$$$: as 1976BUS said remove the flywheel,split the case, check for bearing saddle pounding and if OK bore for bigger cylinders
However I would consider a different block (AE AH etc) if I was spending a lot on machining. The best thing about splitting the case is that you can put a different cam in it (more $$$)
Airspeed would be a great help as mentioned (parts, assistance & advise)
