I have 1 steering wheel FS for an oval $40 comes with horn button.

on the wheel, how bad are the gouges between 10 & 11 o'clock and the area around 9 o'clock?

i have a 61' bug do they have the same steering shaft splines?

I'm pretty sure they do but I'm not positive. All my sixties cars have three spoke steering wheels.
