Since having my third wiper blade in the past 4 months leave at the most inopportune time this weekend (in a down pour) i was just wondering if the wiper assembly from a 70's beetle (with clip on blades) will work in my '63 or what mods would need to be done to do so.

It would take a lot of work to adapt a 70s wiper assembly to your 63. 
The spacing for the pivots is different.
The wipers park on the opposite side.
They only come in 12V.

Do you have the VW upgrade wiper arms?  Or are you still using the tiny oval style wiper bases?  The upgrade wiper arms look very much like a 70s arm.

the ones i have are the one piece arm and the wiper has the set screw to told it on the arm
