Has anyone bought tires across the line? Do you have to pay duty and taxes when you come back across?

I have. You only pay duty if they weren't made in USA or Mexico. Still saved me a lot of money though. You will have to pay GST too.

And it depends how long you'd been in the states for if you go to pick them up. Last time it was busy at the border, and they said "off you go", no duty or taxes as I'd been there the weekend.

i've bought two sets of tires (and 1 set of rims) from tirerack.com
I'm not sure how it works, but they completely are up-front with every penny that you pay to ship & broker the delivery.

i vowed to never use UPS or fedex after they 'brokered' a shipment for me, but this arrangement that Tire Rack has with UPS was very seemless. nothing local could even come close to the price i paid for tires and shipping. i actually phoned one local shop back after they told me what their 'cost' was. Tire Rack price was close to 25% lower than their cost. I said they should examine their supplier pricing.
