Oil Pressure Issues

I'm having issues building oil pressure with my new motor, a 1776.  Built on a brand new Brazilian AS41 mag case, I'm running a Schadeck 26mm oil pump with a Berg full flow kit that has a pressure relief cover, teflon stainless braided lines with AN fittings and an HP1 Fram filter.  Using stock pressure relief valves and springs which are in their correct locations.  When I tried cranking the engine over for pressure with plugs out and coil wire off the idiot light never went out.  I then tried to fire it briefly to bring the pressure up faster; again, no go.  I should also note that the sump screen is still in the sump and I do not have a deep sump installed.
The lines are primed and I checked to see if the pump is indeed working, and it is.  Pulled both lines off the filter adapter and have good oil flow going into and coming out of the filter.  I also filled the filter before mounting it, so I know it is full and ready to go.
Only things I haven't checked yet are sump plate to pickup tube clearance and the front (flywheel end) pressure relief valve to see if it's sticking.  The rear one is fine and currently out as it was the last thing I checked.
One other point: one guy was cranking the engine and the other checking the idiot light sender hole for oil flow.  When he kept the breather tower (CB Performance model) vents open there was little to no flow...when he blocked them off the oil started to come out.  Any ideas???
This issue has me completely stumped.  Thanks in advance for any help!
P.S.: I tried to hook up a mechanical gauge to the idiot light port but couldn't get enough pressure for it to even register.

Did you plug the oil pump to run the full flow? Some people forget to tap and plug the pump thus no PSI, just a thought.

Thanks, Geoff, for the reply.  Actually, the pump and case are both plugged for the full flow.  I'm thinking now that the issue may be the Berg pressure relief cover or else a pressure control or relief spring or valve on the flywheel end.  Another person suggested maybe a clearance/bottoming issue with the oil pickup at the sump plate, but I don't know yet.  Two more days until my next day off!!  I'm itching to turn wrenches...
