It is my belief that territory Z insurance is for those that work or spend most of their time with the vehicle out of the lower mainland, province, or even country. For those who maintain a permanent residence in the lower mainland, but spend more time away with the vehicle afaik. You get a ticket in the jurisdiction...you get a letter. You get into an accident, your insurance is void, unless you can prove in court that it was during one of those 'rare' occasions that you were at home.
