What kind of car?
Depending on your combo of master cylinder and plunger and pedal assembly, late to old single circut to dual circut, etc....?
If you are just running original style master cylinder and original pedal assembly and original plunger then I would say your problem is air or improper shoe adjustment. I have found with early style brakes, because you only have one circut, if all four brakes aren't adjusted you'll have a hard time ever getting pedal.
You should only adjust your plunger if you have changed from the factory set up, maybe a different pedal assembly, later plungers are shorter than early ones, i think?
