Two tone rims were supposedly an option until '68. According to the Beetle Authenticity series 49-59 sometimes the outer rim colour would match the car with the centre hub painted a contrasting colour.
In a hot v-dubs article from july 98 it states wheels were generally cream centres and colour coordinated outers. It goes on to say in '61 the outer rim became cream coloured with a darker colour hub centre and in '63 all centres were painted black until '65. For '66 and '67 Beetles black centres and white outers.
My early '68 from the original owner also has black centres with white outers on 4 bolt rims.
