Original Mudflaps

Hey guys, i have an original set of WEGU mud flaps with brackets, i just want to know how these are supposed to attatch properly, the one end is aclamp and the other end of the bracket would appear to mount to the rear bumper bracket inside the fender. I just want to clear up a) which hole does it bolt into and B) how does that clamp at the other end work does it just grab the inside edge of the fender. All thoughts are greatly appreciated.

What's WEGU?

The NOS ones I have are mounted onto the bumper bracket at the inboard end then there's that funny toothed clamp thing that grabs onto the part of the fender that rolls under.
