Under my back seat there is what i believe to be a relay, and due to getting wet it is now fried. It is about 6 inches fro0m the voltage regulator, but im curious is that a specific kind of relay or can i pick something up at any electronics place?

Most likely the relay for the rear defogger, any relay will do as long as it can handle a few amps.

If the rear defrost is shorting out is there anyway it might be draining my battery?

Yup, that relay gets power directly from the battery, issues inside it could create a drain, or wires on the wrong terminals, feel the back glass and see if it's warm when the cars parked.
