Title: What should this actually look like?

On my 1969 beetle, behind the Right Rear tire, I found this:

It appears to be aluminum tape covering a large hole, which was painted over with the black undercoat. The hole has smooth edges, as though it was part of the stamping. Not quite sure what the story is with the clean square lines around the area.

My '75 has the carbon canister or similar in the way, so I can't see what it looks like. Can anyone shed some light on the subject for me?

That hole is where the factory camber compensator would have gone if it were a swing axle car. It seems they built them universal . The lines are where it is double layered .
