Are you sure you saw "Burnaby" on it?
Volkswagen Pacific started on Seymour St in Vancouver in 53 or 54(?), then opened up a second location on Broadway, finally moving to 4444 Lougheed Hwy in Burnaby. My car was sold from the Burnaby location, but came with a "Volkswagen Pacific, Vancouver" frame. I've asked two former employees of that dealer and they said that when Vancouver and Burnaby were both in operation at the same time, the frames were always "Vancouver".
But later on, the Vancouver location closed, leaving only Bby. By then you would think they'd make the frames with Burnaby? Or was that at the time when frames were all plastic?
Who's got a Volkswagen Pacific Burnaby frame??
