Title: Engine OVER-COOLING! Advice please

1600DP in my dune buggy is not coming up to temperature, only hits just over 160° after 30 mins of driving.
I have doghouse fan shroud (aftermarket one with no heater tube outlels) and top engine tins, no bottom tins, no flaps or thermostat. ( so the block is being cooled at maximum rate)

I have fresh 10-40 oil in it, and can see milky residue at oil filler due to condensation, I'm assuming because the moisture hasn't had a chance to burn off because it's not coming up to temp.
I was driving it into work early mornings recently and it's been quite cold so hasn't had a chance to get hot really.

What is the easiest option to solve this? I know there are alot of variables.
Can I safely install flaps and thermostat on this no heater vents fan shroud? Where will the air flow go to when the flaps are closed before the thermostat opens???

What about a power pulley to slow down the fan???

I'm quite new to aircooled engines so any advice is appreciated.
