Its seems so backwards. To me, the appraiser is meant to be an unpartial third party. What's the point of getting it appraised independantly if ICBC can \"agree\" on a value with the appriaser.

If you paid for the appraisal then you better ask for re-imbursment from ICBC, seeing as they figure they can just change it.
