Generator Output Voltage

I recently bought a 1970 Ghia that had some electrical issues. I replaced the voltage regulator (with a used one) and the generator (used as well). There was a short in the wiring for the tach (disconnected right now).

Question:
What should the output voltage be on the generator at an idle? With all the lights on, it's about 13.5v at idle or reving the engine. If I turn off the lights it goes up to around 14.5v at idle and over 15v reving. This seems to be high to me but I've never measured it before.

The mean (average) regulating voltage for most 12V VW generators is 14V at 2000 rpm, with a cut-in speed of 1450 rpm.
