Yes. I've done it on my mother in law's old Rabbit as it was a pain to get it aircared. She's super above board, no working the system in any way, but was so annoyed by the process, cancelled it two weeks before the air care expired, then bought insurance again. Meant turning her old plates in, paying for and getting new ones... but still less than the money it would have cost to get it through aircare so it bought her an extra year before having to pass again. This was a year or so ago.
