Rear Torsion Bars

Ok, so I just changed out the rear spring plates in my '69 IRS beetle to adjustable ones. In order to do this I had to put in the shorter 21 3/4\" torsion bars and cap. My question is this...since I changed to a shorter bar, does this make the rear end softer due to less bar to twist?

I would think they would be stiffer.
