how do i scale my picture on the computer from 313kb to under 200 kb so i can host it on the samba

Download a copy of Acdsee 6.0 from HERE (http://files.acdsystems.com/english/downloads/acdsite/acdsee.exe)

It has a resize option and is fairly easy to use.
