Possibly a vacume leak down near the intake manifold where it meets the head. We had a problem like this before, had some tin pinched in there :wacko:  I think if you spray carb cleaner down there and the revs pick up there is a leak, I think that is how it goes.

Replaced the intake manifold gaskets and its better, not quite right, but better
