Title: What Is This Late Model Feature

Anybody know what this is? The piece that comes from in through the wheel well on late model beetles. Seen the holes on late model cars before, never new what they were? Pollution control stuff?

Charcoal canister mounted there, fuel vapor recovery stuff. The cans can be made into puke catch tanks.
