Home market Type 2s had Type 1 engines in them available as an option. I've seen a factory built Vanagon with a Type 1 1600 engine.

Actually the opposite, the 1600 was the base model engine, the type 4 was an extra cost upgrade that also cost you more down the road as German license fees were calculated on displacement. It sure looks like a home market bus from here, no marker lights, 1600 and what's left of a Helsinki interior, it's likely got an interesting M plate as it does have things like opening front vent windows and headrests (all optional in Germany), all that stuff came standard here including things like power brakes which that one may not have.
That's a pretty optomistic price considering that black rock guard all around the bottom is likely hiding something like what I suspect it's hiding.
