Title: painting advice

I'm about to attemp to paint my bug,I have never painted a car before.What I need to know is, do I have to sand down to the base coat before painting or can I just sand the clear coat and paint over that.Will I need to use a primer first or will the paint adhere to the sanded part.I hope someone can direct me with some info.Thanks in advance
