seriously tho...i'm sure you've done everything within your power to contact him directly (phone, email, personal visit, etc) before making this public announcement...but a little more info on the situation might be helpfull. and there are always two sides to the story too.

It was an ebay deal. I bought something paid for it by paypal he never sent it. I then go to ebay and they can't get my money back as he has cleaned out his account. He isn't that bright. First off if you are going to rip someone off make sure they live more than a province away. And make sure they don't have relatives in the same city you live in. Anyway I want to phone him and see what excuse he has. Thx.

Did you fund your payment thru paypal with a credit card? If so the CC company should protect you.
Have you submitted a claim with Paypal?
