Does anyone have any other recommendations on how to go about this, other than www.riv.ca? I guess my main problems will be if it's lowered?

a lowered beetle...
you would not be the first person to have done that, it just needs to pass inspection.

the only problem you may run into with a lowered suspension is getting the inspection done here.... either go to a shop that wont care, or raise the suspension up a little (wouldnt take much with an adjustable beam, and turning the rear torsions....)
but honestly if it isnt ungodly low, like dragging on the pavement there shouldnt be an issue...

as long as the beam has shocks and no part of the car is lower than the rims it should pass as long as everything else is sound, should it not?

Done a lowered vehicle inspection twice (in Salmon Arm). Definetly do your homework on who to bring it to. According to the rules, as long as no part of the vehicle is lower than the bottom of the rim. However, there is definetly a lot of difference in interpretation when it comes to inspectors. Apparently, even if a shop passes you, the DOT can still send you back for another one, in which they can pass you again, and DOT can send you back again. Again, like Dannyboy said, as long as it isn't ridiculous, you should be fine.
Take a look over the Gov't inspection sheet before you go in. Things like a rip in the drivers seat will cause a fail. As well as glass cracks, lights out, etc, etc.

Yeah, that I know. I have to do a bit of homework tonight I guess to see what exactly I need to do.
What I plan to do is just tow it up to the border and store it there for a month or two until the weather clears up and I get all my information down.

If the car has a lowered beam that has also been narrowed and the shock towers cut off so the car is running without any front shocks, there is no way in hell you are ever gonna pass the inspection. You would have to swap out the beam.

here is a copy of the out of province vehicle inspection sheet that was used for my 64 beetle. not sure if it'll help, but it gives you an idea as to how thorough they will be....
