can a mid sixties body be put on to a seventies pan or vise versa

yes!

geoff's 1959 ragtop is on a 1971 1972 or 1973 pan I believe (geoff correct me on the years)

but it is an IRS pan.

I've heard of people putting a solid early pan into a late car because they had one lying around that was in better shape and they wanted the 5 lug

Nope, its a 70!  Weren't you paying attention in the Gallery section when someone posted a pic of Geoff's pan?

Any year standard Beetle can be put on any year standard Beetle pan.  Some swaps require a rear body mount modification.
