I grew up near a Canadian Forces Base. Never seen one of those but it is obviously military. (No Plates) My best guess would be a support vehicle for bridge building. Notice the large open hole on the back for a PTO. That and the brackets that accompany it on the back end. Looks like attachment points for one of a number of items.
With a wheelbase that short that thing would go damn near anywhere. Not fast I bet though!

Apparently it is a Mexican Military Vehicle. You may find it in other forces as it is basically a Heavy Duty Towing Vehicle. It could be use to attach different modular containers to transport personnel, supplies, communications equipment or even HD weapons.

It's called a Gamma Goat. It's 6wd, (the trailer wheels are driven too). Powered by a 3-53 Jimmy Diesel. Road legal but slow. Goes anywhere. My neighbor has one.

I seen it driving down glover aswell, thought it was an over size manx buggy.....

It had plates.

I believe they were used by the US Army. Besides the one my neighbor has I've seen a few of them around over the years. Never on the road though!!
