Title: Buying A Car In The States--info Needed

I am thinking of buying a van in Oregon.  I have lots of questions--do I need to transfer ownership in oregon or wait and do it up here?  How about insurance,etc.?  Can I pay the taxes at the border and drive across or is there a waiting period?  thanks---Trenton
