soft spongy brakes

52 split:
what iam I missing . dual master, drums in front, rear using late bay front discs. and calipers, steering brake, set up for 60/40  to rear. all bled out, fronts a slight rub on shoes. I get a firm pedal when first applied then need to pump a few to get firm pedal. do I need a residual valve that CIP sells in the system to the discs out back.
