frt end prob 74 beetle

I have an issue the frt pasenger side sits low so I jacked it up today to see why.The low side when hanging is 1.5" higher off of level. With the car in the air and level .When you turn the wheel it rises another 1.5 inch I am shure that it is not right I will tear it down and try to find out why but if any one has any idea why pls let me know thanks

I just read the post tilted rubbing fender and this is not my case when I jacked it up I did all four corners and checked for level side to side and back to frount It is a ball joint frt beem and in the air the pasenger side will not hang the same amount and when I try to make it go down it wont move .Is there a stop in this beam? There is no noticable damaged parts. The thing that stumps me is the rise when I turn I dont see any bent parts but there must be something
